Allow dogs on some Pittwater beaches

One of the great joys of dog ownership is to be able to walk along a stretch of beach with your pet. It's good exercise for both parties and provides a period of relaxation from the all too busy daily grind many of us find ourselves participating in.
Pittwater Council exhibits an almost zero tolerance policy for dogs on beaches. There are few places with such a restrictive implementation of dog walking rules. There are two relatively small and overcrowded areas with water access which are woefully inadequate considering the number of dog-owning residents. Mackerel Beach (only available if you have a boat!) allows you to walk your pet during stated time periods. Why not follow the example of Wollongong Council where they implemented off-leash beaches with dogs allowed at any time, beaches with timed access but with your dog on leash and dog prohibited beaches?
With the number of registered dogs in Pittwater being 10,000 or more, it is reasonable to assume that, based on Census figures, approximately 20% of households have a dog. This 20% pay rates yet are restricted and indeed fined exorbitant amounts for accessing a beach with their dog whilst simply trying to enjoy the locale for which they pay.
Change is needed when a fine for walking a dog on an empty beach approaches that of some-one driving a two ton vehicle at speed whilst under the influence of alcohol.
