Millions of citizens go into polling booths at Elections and find it hard to choose a party or candidate to vote for because they don't agree with all their policies. 

Then one party (often in a limited two-party system) 'wins' a majority and says "we have a mandate - you voted for all our policies". 

We voters think "No, I didn't vote for all your policies...and I actually oppose one of them totally", possibly also with "you're the least worst party". 

So, what about reforming the voting system - with Qualified Voting or Conditional Voting - so you can vote for a party or candidate but specify on the ballot paper if there's one (or more) of their policies you oppose? 

Then if 5% or more of those voting (for the party they support) highlight any particular policy of that party that they oppose - written on the ballot paper - there has to be a 'Citizens' Review' in some form (a public debate, a Citizens' Convention, a Citizens' Assembly, a Referendum, etc) on that particular policy.

The 'winning party' cannot just go ahead and implement what was in their manifesto as it only received a 'qualified vote', conditional on a suitable (deliberative & participative democracy) review of that policy. 

It would stop parties having, for example, contentious social policies wrapped up with 'sweeteners' like tax cuts.
