Every evening Monday-Friday, around 11pm, a Volkswagen Golf GTI with strongly modified engine/muffler/exhaust system is disturbing quiet and safety with very strong noise.  It is audible at more than 150ft on our streets in Upper East Side, with speed limit lower than 35mph, thus it is violating the NYC Noise Code.  The Code must be enforced.  The loud inappropriate noise is studied by the car drive to sound like a Nascar race in the Hospital area/Lennox Hill.  If you are on the street while it is passing, you risk your safety because of the speed violation.  It can be heard at 15th floor of hospitals and housing buildings in rooms not exposed to the street.  There is no such sound or hazard in our street justifying the car modification and the unsafe driving.  Stop the 11pm-disturbing Volkswagen Golf GTI.  Enforce the Code.
