Better customer service from Tata motors. Provide a car not a rusted metal

Got a new vehicle (Tata Tiago XZA) on 29/09/17 and it has rust. Concorde motors from South ex team says why didn't you check the vehicle before accepting it. Does he mean to say we should open all the parts and check all spare parts?? Basic accessories not given and the sales team bsays why did u accept the vehicle ..I said the sales rep had given his word that he will provide the same when I go there to get the number plate fixed. On the day when I went to get the number plate the representative wasn't available and his team lead (Pooja ) said she doesn't know about this and she cannot provide the same. It seems that taking the vehicle from Tata is a bane for me. Every time when I get the vehicle out one of the tyres puncture. Worse quality of tyres fitted. See the pics of the rust and let me know if you guys still think I would be referring someone to buy a vehicle from Tata motors.
My anguish will not be felt by the Concorde motors team as all they do is to deliver the product in a faulty condition and no contact after the sales has been done. Really dissatisfied by the worse service from Concorde motors (Southex branch which had now moved to lajpat nagar, Delhi).
The vehicle should be replaced.
