Southend Borough Council is proposing the extension/relocation of the Taxi Rank serving Southend Hospital.  The rank is currently within Southend Hospital car park.  The proposal is that the main public highway opposite the hospital is partially converted to a taxi rank in order to allow for additional taxi vehicles to queue.
The proposed location would be directly outside a number of domestic dwellings on Prittlewell Chase and would result in the removal of the current resident car parking facilities.   Those dwellings include a number of elderly and chronically ill people with breathing problems and /or anxiety.  They have expressed concern that this proposal will impact their wellbeing through increased pollution caused by increased emissions as a result of queing traffic, quality of life and vehicle access to them including medical visitors.   This is on a busy highway that serves the bus and coach routes for numerous local schools as well as emergency service vehicles assigned to Leigh Fire Station.  The installation of the taxi rank in this location would remove traffic access to one lane and reduce traffic flow significantly, which will result in avoidable congestion, delays and increased queued vehicle emissions.
There is a viable alternative at the top of Hillborough Road which would provide a solution that would meet all requirements.  There are no domestic dwellings at the top of the road, there is direct access into the Hospital car park through a currently unused barrier system which could be easily adapted for dedicated use by the taxis.  The location is immediately adjacent to Lady Mcadden Breast Screening Unit and would therefore also provide direct taxi services to Breast Screening Patients who do not currently have this.
