Graduates PAUWES hat diese Petition an COMMISSIONER FOR HUMAN RESOURCES, SCIENCE AND TECHNOLOGY at AFRICAN UNION COMMISSION (African Union) und gestartet.

The Pan African University Institute of Water and Energy Science (PAUWES) was created in 2014 by the African Union Commission, in the framework of the Pan African University (PAU). Since its establishment, over 300 students from 38 countries across Africa have enrolled, and more than 200 students have been successfully graduated from its programs. The Institute is hosted by the Abou Bakr Belkaïd University of Tlemcen. PAUWES offers four world-class graduate programmes, a Master of Science (MSc) in Water and a MSc of Science in Energy, with tracks available in both engineering and policy.

As an output of the trilateral agreement between the University of Tlemcen, PAU and the Algerian Ministry of Higher Education, students are awarded upon graduation:

  • a joint degree from the University of Tlemcen and the Pan African University and;
  • a separate degree from the University of Tlemcen.


The award of a separate degree from the University of Tlemcen, has not been possible since the graduation of 4th Cohort (batch 2017 - 2019). According to the PAUWES’s administration, the reason behind is due to the fact that the trilateral agreement stated above was not renewed.

However, the experience of PAUWES graduates searching for opportunities in the job market or for further studies in their home countries or abroad, has shown that the award of only the joint degree from the University of Tlemcen and the Pan African University is not satisfying. This is mainly because the latter in most cases, cannot stand on its own against international or local degree evaluation systems that evaluate foreign degrees for the purpose of work permit or university admissions. This issue has led to several reported cases of missed opportunities and frustration for graduates in their journey for professional integration to serve the Africa we want. In this regard, it is most likely mandatory to carry along a separate degree from the University of Tlemcen, which provides a more solid proof for degree authenticity.

We, PAUWES graduates and current students hereby, call for the attention of the PAU/AU office, Institutional partners and all the competent offices, to find a solution to this pressing issue, which is the award of a separate degree from the University of Tlemcen to all graduates and students upon graduation.
