Declaration against the establishment of the African Youth Assembly, the resignation of the African Union Commissioner for Human Resources, Sciences and Technology and the Head of African Union Youth Division.


We, elected leaders of African youth:


● Considering that Africa is the youngest continent with more than 65% of its population made up of young people


● We would like to express our disagreements and astonishment of the recurrent and systematic attempts to marginalise African youth leaders by the African Union Commission (AUC);


- We denounce the Machiavellian project of duplication of the Pan African Youth Union and National Youth Councils by non-statutory and non-representative bodies;


- We condemn the bad practices within the African Union Commission to paralyse the leadership of African Youth;


- We Acknowledge the efforts of the Pan African Youth Union and all National Youth Councils as official youth structures at the continental and national levels;


- We denounce the maneuvers orchestrated by the African Union Chairperson Youth Envoy Ms Aya Chebbi, used by the Department of Human Resources, Science and Technology of the AU Commission to fight the Pan African Youth Union and the legitimate leaders of young Africans in general such as National Youth Councils in the settlement of accounts with the PYU and legitimate youth leaders, which is a blockade orchestrated by some officials of the AU Commission instead of privileging the perspective of concrete actions for the development of African youth as part of the implementation of the decisions of the African Union on African youth issues.


- We only recognise ourselves in the Pan African Youth Union, the only formal decision-making structure by and for African Youth, as a coordinating body for youth organisations and as a focal agency of the African Union in the field of youth that the Commission of the African Union could not finance for more than 8 years, thus seriously handicapping its functioning;


- We redouble our vigilance against the shenanigans of the African Union's Human Resources, Science and Technology Department, which overrides the formal state structures on youth to impose the participation of young people of their choice in the activities of the African Union relating to youth, while superbly ignoring the fact that the African Union is made up of Member States;


- For almost 8 years, the AUC human resources department has denied participation of elected and legitimate youth leaders of member states mostly National Youth Councils official member states youth organisations.


- We renew our commitment to work together with the African Union Commission to realise the African Union Agenda 2063, to implement the African Youth Charter as well as other regional and international commitments mostly the operationalisation of the African Youth Development Fund in order to promote African Youth Entrepreneurship and fight youth unemployment on the African Continent where by 60% of unemployed Africans are youth.


-We recall also the decision of the AU Member States in Algeria in 2018 opposing the creation of another continental youth organisation as proposed by the AU Commission, Human Resources, Science and Technology Department at the meeting of African Ministers of Youth. Member States recommended to the AU Commission to be able to put an end to the conflicts with African youth leaders and review its position against African Youth.


- We denounce with the last energy the insidious tendency of the Département of Human Resources of the AUC in complicity with thé AUC Chairperson Youth Envoy to hide behind the Pan African Youth Forum held from the 24th to 27th in Addis Ababa, which has not even been able to gather 10% of the legitimate representatives of young people of the African Union Member States, apart from the unofficial movements of the African Union. The HRST use non-statutory young people of their choice to challenge member states official youth structures for their own interests, the Pan African Youth Union as the African Union's statutory focal agency on youth issues has not been empowered by the African Union Commission for 8 years hence the AUC has no right to hold it accountable. In 2009 the Assembly of Heads of State  and government recommended the AUC to finance the PYU, thing that was only done for 2 years since since 2009.


- We have registered several attempts by the AUC Human Resources Department to create another youth structure at the continental level after failing to strengthen and make more effective the Pan African Youth Union existing youth structure in the African Union and National Youth Councils at the national level.


- We have realised that the creation of a youth assembly is not the initiative of youth associations or unofficial youth movements, youth chosen by the human resources department of the AUC to participate in the Pan African Youth Forum at the African Union in Addis Ababa, but rather a goal of the AUC's human resources department in complicity with the Envoy of the Chairperson of the African Union Commission for Youth who, in turn, will impose it on participants at forum in order to pretend that the said initiative came from the young people themselves. A roguery that does not honor the African Union because the initiative for the creation of a youth assembly appeared in the AUC Chairperson's Envoy on Youth Action Programme of 2019-2021 a month before the PanAfricain Youth Forum could take place in Addis Ababa from 24 to 27 April 2018 in collusion with the human resources department and not an initiative of young people. It is worth remembering that the Pan African Youth Forum has been a result of African youth leaders efforts through the Pan African Youth Union and the National Youth Councils, which were largely excluded from this Forum. This is the result of the struggle of youth representatives since N'Djamena in Chad at the First African Youth Forum under the High Patronage of His Excellency President Idris Deby;


- We call on the African Union Commission to put an immediate end to the conflicts between legitimate youth leaders on the continent as recommended by the member states while halting the efforts to further destabilise youth leadership in the hemisphere;


- We Call on the African Union Commission to respect decisions of member States as the role of the AUC is to be at the service of member states rather than unwillingly decide at the place of member States by usurping their power and violating the basic rules of the functioning of the African Union Commission;


-We Call on the Chairperson of the AU Commission to involve himself in putting an end to these artificial conflicts between the AUC African Youth Leaders created by the Department of Human Resources, which has obviously been misleading the AUC Chairperson by all means.

- It should be recalled that the conflicts between the youth leaders and the human resources department of the AUC do not date from today, but for a long period as the leaders of the young people remained focused demanding concrete actions of the Commission in favor of young people. This is also for the fact that officials in the youth division of the AUC have been opting to occupy youth representatives space decision making a role plaid often by the Head of HRST Department enjoying speaking on behalf of African youth as well as seating at youth leaders space in big youth events on the continent, As she has appeared in pictures with Heads of State in youth events. The youth division in the AUC is accused of incompetence by serving mostly their personal interests by using youth of their choice undermining those with legal mandate from youth.


-We have equally noticed that the AUC Youth Division prefere young people who can come to cheer in AU youth events and not those who can hold them accountable on the work done on their behalf; This division has always been afraid to confront   tangible youth leaders on youth issues by avoiding any contradiction on their bad practices.


- We Request the implication of African Union Heads of State and governments to put an end to this bad practices within the  the African Union Commission in order to preserve the achievements of African founding fathers who established the Pan African Youth Union since 1962, a structure that had also led to the creation of the African Union itself a year later;


Let us remember that men pass but institutions remain;


- We Call on the African Union Commission to make the Pan African Youth Union more effective by financing its functioning as in the past, given that it has been 8 years since the Commission no longer finances the PYU ; the Commission can only hold the PYU accountable if only it plaid it role in empowering the PYU.


-We Call on the AU Commission to involve  formal youth structures of Member States in the activities of the African Union on Youth;


- In the event of non-resolution of conflicts between AU Commission and African youth leaders specifically with the Human Resources Department, We demand the resignation of the Commissioner of Human Resources, Science and Technology of the AU Commission and the Head of the African Union Youth division for their involvement in maneuvers aimed at destabilising young people in Africa need to be put to an end as this situation has slowdown AU concrete actions on youth by also undermining member states decisions with extreme violation of the operating rules of the African Union Commission and for all bad practices.


- We recall that it is the Department in charge of human resources in the African Union that supervises young women volunteers victims of sexual harassment in the African Union Commission (Sex for Job).
