Dear Mr. B.B.Mohapatra, Myself Avinasha C M working in private organisation (Shipping, Logistics , Freight Forwarding and Customs brokerage) from past 13 years. The recent changes in the customs Bill of entry filing procedure thru online is affecting our clients in very bad way As per Customs Circular No.12 of 2017 and Notification No.24 to 28, 30 31 of 2017, It has been declared that Bill of Entry(BOE) should be filed within 24hours from the submission of IGM date time, after 24hrs filed bill of entry will attract fine of Rs.5000 per day and after 3 day Rs 10,000 per day. As most of the time the central server of ICEGATE Will be under technical issues and unable to file the BOE (Bill of Entry) thru online within the given time. Due to this issue all our clients are paying the unnecessary fine not for their mistakes. If we inform the same to respective customs port authorities and other respective officers, they are saying it's not the problem of them and it's issue of ICEGATE which is maintained in Delhi. Due to this issue we are our clients are facing lot of problems in clearing the goods and paying fines for not their mistakes. Also There will be no free time to PAY DUTY Amount once BILL OF ENTERY DUTY AMOUNT will be reflect same Working day we have to pay Duty amount or else Interest will add on duty amount like Duty Amount + Interest Per Days (0.05%)= Total Duty Amount . Would you please look into this issue and inform the concerned ministry to re consider this decision and allow minimum 72 hrs free time to file the Bill of Entry for import shipments and minimum 48 hours to make the duty payment.
