Dear ADAMS Community,


Br. Wael Alkhairo, ADAMS Executive Director has resigned as of May 25th, 2017, due to obstacles affecting his ability to perform his duties, citing conflicts relating to management boundaries between the Executive Committee and the roles and responsibilities of the Executive Director’s office. In the absence of his leadership, the organization is struggling to maintain its infrastructure. 

Br. Wael Alkhairo is a dedicated leader that has exhausted efforts to ensure that the ADAMS Center fulfills its strategic plan and improves organizational structure. He is one of the founders of the ADAMS Center and has spent the last 30 years serving the community in various roles in the capacity of past chairman, president and member of the Board.  He was invited to accept the ED position because of his skills, expertise, compassion and dedication to bring the community together.  He is a graduate of VA Polytechnic Institute and has a Master's in Engineering Administration.

In 2012, ADAMS approved a 10-year strategic plan which required restructuring of the organization. Br. Wael Alkhairo was hired in 2013 as an Executive Director (ED) to implement the strategic plan and to institutionalize ADAMS for the long term. This required that the Board empower the ED to implement the strategic plan.  Furthermore, it required that the bylaws should be revised to ensure that the ED has been fully empowered to do his/her job effectively.  However, to date, this promise has not been fulfilled, currently leaving full authority to the Executive Committee and President to manage the Organization and minimal to no authority to the Executive Director.  

ADAMS Organizational Structure

ADAMS is governed by a 13-member democratically elected Board of Trustees that includes both men and women. There is an ADAMS Executive Committee which consists of a President, Vice President, Treasurer and Secretary. Based on the current governance and management operations structure, the Executive Director reports to the ADAMS Executive Committee. 

ADAMS is mandated by the Bylaws and articles of incorporation. ADAMS bylaws were originally written in 1988. The Bylaws went through a couple of revisions, the latest of them in 2011. Such revisions were made to respond to ADAMS’ need to adapt to new dynamics as they grow.  


By presenting this petition, we hope to reinstate a work environment that is aligned with ADAMS Core Values of Excellence, Integrity and Transparency, allowing Br. Wael Alkhairo to return to his role as ADAMS Executive Director at full capacity. We whole-heartedly appeal to the ADAMS Board, leadership and the membership to facilitate all necessary measures to ensure this happens.

We recommend the following improvements to be considered:

1.        Revise and realign the current outdated Bylaws so that it conforms to the structure that suits the needs of the present-day community.

2.        Give ED full management and decision making authority to implement the strategic plan that is approved by the Board

3.        The ED reports directly to the Board.

It is our hope, as the ADAMS Community, to come together to continue the progress and growth of our Mosque and Organization.
