Instagram is planning on becoming a video-only sharing platform instead of a photo sharing platform. This means that they will be promoting reels instead of photos, meaning that people will be much less likely to find your photos if you post any. This will harm small businesses that use Instagram to share their work. People like photographers, creators, artists, activists, etc., who use Instagram to post photos of and share their work will suffer, because there won't be anywhere near as many views on their posts, and this will really harm their businesses. None of us who use Instagram as a photo sharing app will be able to grow the way we were able to before. This will also make people turn away from Instagram, because Instagram will basically become a second Tik Tok. We already have Tik Tok, and reels on Instagram which are shared in the current setup of Instagram, so people who want to upload video content already have the ability to do so without harming people and businesses who use Instagram as a photo sharing platform.

The summary is that Instagram becoming mainly a video sharing platform will take away from small businesses and other people who use it as a photo sharing app, and the setup of Instagram as a photo-sharing app doesn't cause harm to anybody who would also like to share videos.
