Climate Change is a reality in Chitral. During the last one decade, climate-related disasters such as flash flood, GLOF, heavy snowfall, drought, torrential and heavier rains, and landslides have caused major loss of human lives and livelihoods, the destruction of economic and social infrastructure, as well as environmental damages. Economic losses have increased almost ten times during this period. In the recent past, flash floods in the landlocked remote Chitral have created widespread social, economic and environmental destruction. The escalation of climate and water-related disaster events are increasingly posing a substantive threat to both sustainable development and poverty-reduction initiatives in the poverty-stricken area where the ultra poverty ratio is over 42%.
Your governments, Pakistan Army,J and some NGOs provided excellent response for emergency relief and re-linking the communication and drinking water supply lines in Chitral.
However, over 800 families almost 70,000 people who completely lost their houses and livelihood are still staying in the tents for the last three months are seriously concerned about the emerging winter threats when the temperature will drop to -10 to -20 by the end of November in most part of the Chitral.
Survival of the children, pregnant women, lactating mothers, old age people in the severe and harsh cold weather without shelter, heating, appropriate bedding, clothes, hygiene and wash facilities, drinking water and food is a serious humanitarian issued urgently required your favorable consideration. Another major challenge is out of school students- the schools destroyed in the flooding and they ares emotionally, psychological and mentally concerned about the education.
Almost three golden months passed since the flood destruction, still rehabilitation and reconstruction of destroyed houses, provision of essential survival supplies, and arrangement for the education for the children has not been started.
Through this petition signed by 10,000 people we are requesting you to direct concerned authorities to start rehabilitation and reconstruction work for 800 homeless families and the schools destroyed in the flooding with alternative arrangement for urgent schooling of the children.
Through this petition, we are also requesting Chief Justice of Pakistan to take Suo Motu action under the constitution Pakistan to protect basic and fundamental rights of the affected citizens of the country.
The petitioners of this appeals are also requesting to the Chief of Army Staff to intervene in the matter and play a similar role, the army played during relief and restoration of essential services to the affected people.
Through this petition, we are requesting international organizations and the climate polluters to provide climate finance funding for rehabilitation and reconstruction of the affected people.
The petitioners also appeal to UN agencies, foreign missions in Pakistan, donor agencies, INGOs, and NGO to extend their humanitarian support to the suffering mountain community in Chitral.
