The 70-70.5 MHz is in an interesting part of the spectrum which, due to propagation characteristics similar to the 6m band (50MHz) and is of interest to amateurs.

70MHz would give 6m like propagation around the world to the many countries that already have an allocation

An allocation of 70-70.5 MHz falls in an interesting part of the spectrum which, due to propagation characteristics, is less useful to commercial interests, but is important to amateurs for the same reasons.

Many services have vacated this Band
and there is plenty of space available for a small allocation to the Amateur Radio Service. It would be interesting to compare probagation between the 6M & 4M bands.
