Brent Maguire started this petition to ACLU and

It's time for a change. Black Lives Matter. Minority Lives Matter. George Floyd's life mattered. Enough is enough. Police brutality and systemic racism are real and visible. I want to help fix this. I'm here to promote better change in the very area where I was born and raised.

Anaheim is a hotbed for police brutality, a city whose history is littered by cases of excessive force used by police officers. According to a 2017 study by the ACLU, the Anaheim Police Department (APD) was responsible for more arrest-related deaths (per million residents) from 2014-2016 than Los Angeles, San Francisco, Atlanta, New York, and Boston, among many other cities. That same report stated that the APD's arrest-death rates were way out of proportion with the city's crime rate. Unsurprisingly, race was a major issue in these deaths. The ACLU found that from 2003-2016, Blacks and Latinos accounted for 73 percent of arrest-related deaths despite accounting for only 56 percent of the population. Whites accounted for 24 percent of deaths compared to accounting for 28 percent of the population.

Other studies back up this history of police brutality, specifically against minority groups in Anaheim. Mapping Police Violence found that, from 2013-2019, the APD killed blacks at a higher rate than the US murder rate. Another study found that the APD has the nation's second-highest killing rate against blacks (among major cities). Many of these incidents have involved minority men who were unarmed. The same ACLU study found that from 2003-2016, 55 percent of Latino victims were unarmed and 25 percent of Black victims were unarmed compared to 12.5 percent of White victims. The numbers don't lie; Latinos and Blacks are killed by police officers at significantly higher rates by the APD.

The deaths of Manuel Diaz (2012) and Eliuth Nava Penaloza (2018) are two of the many countless deaths at the hands of the Anaheim Police Department. While the city has made efforts to clean up its' act, it's not enough. The status quo isn't enough. I won't stand by while the city I grew up in continues to allow trends of police brutality to continue in this country. I want to bring attention to this issue, hold rallies, talk to people, and make a difference in saving innocent lives. I want the city to hold the APD accountable and ensure that these travesties stop now. Implement better programs, be honest and transparent about the past injustices in the city, and fully utilize and ensure that body cams work. By signing this petition, you are bringing attention to the unjust criminal justice system not just in America but specifically in Anaheim. By signing this, you are making your voice heard and giving the leaders in Anaheim no choice but to start making a difference. You are the difference.

In honor of George Floyd and the countless other Blacks and Latinos who have been killed at the expense of police officers, let's make a difference.
