Get non Blue Badge holders fined and current disabled spaces re-painted

The blue badge scheme has been de-criminalised in Aberdeen. This means when a non Blue Badge holder parks in a disabled bay outside the property of the disabled person who has fought hard to get the space by providing personal evidence, the police cannot do anything to get the vehicle moved.
This is a life line for disabled drivers and causes unbelievable pain, discomfort, struggles with wheelchairs, anxiety and I personally feel like a prisoner in my own home. Unable to move my motobility car to hospital appointments, or even work.
The council could criminalise so that the disabled have someone to ask for help, to deter non Blue Badge holders from parking in Disabled bays. The council can also re-paint the white lines so that they are clearly marked or even provide cones to put down temporarily.
Please help me with this cause. This is truly a life line for me. I have been awaiting over 2 years for an operation to create a new hip socket and months and months to get a wheelchair that fits my house to get to the kitchen. So far I have lost 4 stone. To add this issue to my situation means that on top of everything I have no freedom to get out and about as I cannot suffer the pain and difficulties without being able to use the space I applied for as able bodied people want to use the space instead.
