SUB:- B.TECH YEAR BACK POLICIES OF KTU AND PROBLEMS FACING BY STUDENTS & PARENTS The students took admission in KTU regulated colleges in 2015 for B.Tech after clearing the KEAM Entrance. The first year Tuition fee in total along with other applicable fees were deposited by all the students at the time of taking admission. The second semester end examination commenced on 20/05/2016. Most of the college authorities asked the students to deposit the fees for the second year in advance. Accordingly the students deposited the fees. Unfortunately, some students failed to acquire the required grade points decided by Kerala Technological University for getting promotion and continuation of their studies in 3rd & 4th semesters . When the students and their worried parents enquired about the continuation of studies of these failed students in respective colleges nobody was able to give a clear reply as everybody was saying that the University is new and the rules and regulations are not received the colleges regarding this. In the meantime on 6th August, 2016 there was news published in daily Mathrubhumi, which was stating that the students those failed to register their names for 3rd semester can continue their studies in the same colleges by sitting with the new batches. The news further confirmed that the honorable Education Minister, who is Pro Chancellor of the University also, has given instructions for not charging any fees or charging very nominal fees by the colleges for continuation of the studies of such students in new batches. But when the students approached the college for continuation of their studies except some private colleges most of the other colleges were told them that they have not received any such instructions from the university or the Sate Govt. One of the failed student committed suicide due to uncertainty in the continuation of studies. The agitated engineering students called strike s. The Vice Chancellor arranged a video conference for clearing the confusions of parents and students. But it was conducted without adequate technical support as most of the calls made by the parents from different locations were not materialized. Vice chancellor concluded the video conference in hurry rather than giving a permanent solution to the problems facing by the students. He declared a special supplementary examination to the failed students by informing that the result of the examination will be published within 30th September, 2016 but not said even a single word about where they have to go for studies TO GET PREPARE THEMSELVES FOR APPEARING THE EXAMINATIONS. The confused students (JUST PASSED OUT 12TH STANDARD STUDENTS) without getting any help in studies appeared for the special supplementary examination with broken hearts. The late declared result was as anticipated. Major percentage of the students again failed. This was what the blind supporters of year back system needed. Here I would like to point out that there were number of complaints that valuation of the examinations has not been done properly from the beginning to till Special supplementary Examinations. Some of the papers revaluation results are not published as on date. The saddest fact is that even after publishing the result of last examination (Special Supplementary) and announcing the 3rd semester end examination dates, the results of some papers revaluation sought by the students by remitting the required fees are not announced till writing this letter. Very recently, an another announcement made by the university without elaborating anything before the disappointed students that they can collect copy of the answer sheets by paying RS.500/- per paper to the varsity and check the answers wrote by them before applying for revaluation There were no specific instructions what to do in case if the students feels more marks should be awarded on the answers he/she wrote against the questions. What was the hidden agenda behind this decision, I do not know. I think the year back system is not implemented with proper consultations. The people who brought this system never thought about its disadvantages. They have not issued a circular to the colleges to allow the failed students to continue their studies by sitting with the new batches. The reason explained by the Vice Chancellor for the implementation of the year back system is to produce qualified engineers equivalent to IIT engineers. Everyone knows that for getting a berth in IIT colleges, JEE and JE Advanced is to be passed out by the students with colorful results. But for getting admissions in KTU regulated engineering colleges the criteria was securing only 10 (Ten) marks by the students in KEAM entrance test for Engineering. Admissions given to all. Sorting started later. Why? Don't know. Why the university is denying natural justice to the students? It is the birth right of every citizen to get education from the country where they born. But Kerala Technological University is trying to deny education to the students in Engineering Colleges by implementing year back system and not allowing their further studies till they passes the semester end examinations with required grade points?. WHERE THESE STUDENTS HAS TO GO FOR FURTHER STUDIES AND TO GET THEM SELVES PREPARED FOR THE NEXT EXAMINATIONS? PRIVATE COLLEGES OR TO THE HOMES OF THE FACULTIES WHO ARE PROVIDING PRIVATE COACHING BY CHARGING HIGHER FEES? UNIVERSITY AND COLLEGES ARE TIGHT LIPPED. IN SCHOOL LEVEL, THE FAILED STUDENTS ARE PERMITTED TO CONTINUE THEIR STUDIES BY SITTING IN THE SAME CLASS IN NEXT ACADEMIC SESSION. HERE, THE UNIVERSITY IS TRYING TO THROW OUT THE STUDENTS TO FULL OF DARKNESS. The university stands in the name of Dr.APJ ABDUL KALAM. This dignitary quoted “If you fail, never give up because F.A.I.L means “First Attempt In Learning”. But Kerala Technological University and its masterminds in the creation of Year back system is forcing the students to drop their dreams to become an engineer. Two years are going to complete without any decisions about the fate of engineering students studying in Kerala Technological University regulated colleges. Fed up with above facts, some parents spoke with college authorities to get back the TC and 10th and 12th Original mark sheets of their ward, which are submitted with the colleges at the time of taking admissions, with an aim to save their remaining years but they demanded the 3rd & 4th year fee as well from them to get back the documents. First year fee paid in full. Paid 2nd year fee also but the college not allowed the students to sit in the class even for a day. Now they are demanding to pay third & fourth year fee as well. Why these students and their parents are not getting justice? Why should they pay more to the college to get back the TC and other Certificates which they taken from them at the time of admission? Please ask with the concerned authorities. Kerala University was permitting the students to complete the course without the fear of year back system. The fee collection rules of the colleges might be decided for Kerala University only and the college authorities may be following this rule for fee collection from the students studying under Kerala Technological University as well. The rules of Kerala Technological University are different and harsh. So, the authorities should take action to control the fee collection system of colleges in specific from the students who wish to drop his/her studies because of their failure in getting promotions and the denial of concerned colleges/varsity for accommodating them in the same semester with new batches without fees or with very nominal fees. Some of the failed students are eligible to get educational assistance from Kerala E grantz. (e-grantz is web based solutions for the timely disbursement of educational assistance to all the post matric students of SC, ST, OBC as well as economically weaker sections of society in Kerala) But most of the students (Except SC/ST) not received a single penny from the college or the Govt. so far. If the failed students are forced to pay 3 or 4 years full fees to the college to get back the TC and Original Mark sheets whether Egrantz fee concession will be calculated and granted by the respective department for all the three/four years or not to these failed students? A stern action on the matter is required or not? By going through the above points, everybody can understand that what the complications are facing by these students and their parents due to the implementation of year back system by Kerala Technological University. The present working style of the varsity only gives a doubt about the role of University in the minds of the people that it is only set up to promote Private Educations, to boosts private agencies and moreover to send the students failing in end semester examinations to their homes. The need of intervening the student’s organisations to resolve these issues are arising here.
