Send emergency vehicles when they asked for, unlike the Josh Powell Tragedy

On Febuary 5th 2012, suspected killer Josh Powell killed himself and both of his children in an explosion. The caseworker Elizabeth Griffin-Hall was right there as it happened and she called 911, but instead of sending help right away, the operator said "life-threating situations first". She was right when she then said "But this could be life-threating!"
IT TOOK TWO 911 CALLS AND 10 MINUTES OF QUESTIONING JUST TO GET HELP, BY THEN IT WAS TOO LATE!!!!!!!!!!
THIS IS FREAKING RIDICULIOUS, SHE SHOULD HAVE GOTTEN HELP ON THE FIRST CALL, RIGHT AWAY!!!!!!!
Now this petition first asks that the operator that gave her no help is fired and charged in courts for not helping, but 2nd and most important asks that all 911 operating networks send emergency vehicles right away, NO QUESTIONS SHOULD BE ASKED except "which?" (fire, police, ambulence) , "how many should I bring?", and "where?". EVEN IF IT TURNS OUT TO BE A FALSE ALARM, STILL THEY SHOULD SEND THEM AND THEN CHARGE THE CALLER WITH FALSELY BRINGING THEM.
THE POWELL TRAGEDY WASN'T A FALSE ALARM, AND NONE SHOULD BE TREATED LIKE A FALSE ALARM!!!!!!! (unless of course misdialing 911)
