More than 5M Filipinos are unregistered. 40% of whom are children aged 0-14.

Children's registration is (1) a prerequisite to accessing basic social services and (2) a means of protection from exploitation and abuse. Civil registration is a gateway to other rights. To ensure that everyone has legal identity, a comprehensive, inclusive, and efficient civil registration vital statistics system (CRVS) should be in place

This means that birth registration must be (1) closer to people, (2) culturally-sensitive, (3) standardized and modernized, and (4) free or, at the very least, affordable. CRN supports the amendment of the 88-year-old law—the Civil Registry Law (RA 3753)—and to pass a policy that will establish a comprehensive, inclusive, and efficient national CRVS.
