(D) 最近，就三只狗隻於2013年12月18日在洪聖爺一帶被落毒及其疑犯一事，本團體成員已向警方提供有關資料。我們尤為關注警方 (1)未有考慮獸醫已就狗隻症狀證實狗隻中毒之證據，及 (2)未有以起訴落毒者的方向調查此刑事案。
We are writing as a concerned community in Hong Kong. We feel that the Hong Kong Police Force (HKPF) has been negligent in enforcing the Special Administrative Region’s own laws in relation to the fatal poisoning of dozens of dogs on Lamma Island (see Cruelty to Animals Ordinance [Cap. 169]).
Specifically, we are concerned that:
(A) There are no known criminal investigations or prosecutions despite intentional dog poisonings having occurred over several years with a death toll that we can only speculate at;
(B) Members of our community have turned in samples of suspected poisoned bait, but they have allegedly been ignored and/or sent away;
(C) The HKPF has not shared with the community relevant and timely information about poisonings that might promote the safety and welfare of our pets;
(D) More recently, members of our community have provided information linking a possible suspect to the poisoning of three dogs in Hung Shung Yeh on December 18th, 2013. We are deeply concerned by reports that the Post (1) will not take into evidence a veterinarian's confirmation of poisoning based on symptoms, and (2) will not investigate this crime in a way that would lead to charges filed against the poisoner or poisoners.
 We request from the HKPF, or the Yung Shue Wan Police Post, a statement clarifying the following:
1(A) The HKPF's (or Post’s) current strategy for stopping future poisonings and bringing past poisoners to justice
1(B) Since 2010, the number of：
1(B)(1) Suspected dog poisonings on Lamma Island reported to the HKPF
1(B)(2) Suspected poison baits on Lamma Island reported or given to the HKPF
1(B)(3) Tests performed on suspect poisoned bait on Lamma Island by the HKPF
1(B)(4) Past and current HKPF investigations on this issue;
1(B)(5) Suspects questioned by the HKPF for involvement in poisoning
1(C) The standard operating procedures at the HKPF (or Post) for
1(C)(1) Handling suspected poisoning cases, including confirming dog poisonings
1(C)(2) Sharing poisoning information with the community;
1(C)(3) Handling suspected poison bait;
1(C)(4) Opening an investigation on, and questioning, a suspect poisoner.
 Fearing that such policies, procedures, and data do not exist, we request from the HKPF that they:
2(A) Announce timeframes to formulate and make public procedures, policies, and data if and where none currently exist for the issues listed above;
2(B) Create a reward fund for information on dog poisonings that is proportionate to the scale of the problem. The suggested amount is HK$1000 for every dog fatally poisoned since 2010.
