国は当事者に対し、医療機関において、2018年4月から性別適合手術への保険適用が開始されましたが、ホルモン療法をしていると混合医療となり保険が適用されません。当事者がホルモン治療を受けること自体は先に認可しておいて、後から作った条件ではホルモン未治療者に対してしか性別適合手術を認めない。まずここからおかしい。
