Animals are being abused and neglected in our communities. Federal and provincial laws are too limited to offer them protection.
The result is animals kept in deplorable, unsafe, and unsanitary conditions; with inadequate care, exercise and socialization from their human owners. Underfed, undersocialized animals result in aggression. Lack of incentive and support to spay and neuter and lack of regulation and monitoring of 'puppy/kitten mill' businesses result in dog and cat overpopulation and enable these awful situations.
We need bylaws that set a standard of animal care in our community.
Sample bylaws are available from the BC SPCA.
Local people involved in animal welfare would be happy to meet with Council to discuss this.
