National Gypsum: Keep your ETL tire incinerator out of our community
Statement and Petition on Proposed National Gypsum, Emanuel Tire and En-Tire Logistics LLC Tire Burner in White Deer Township, PennsylvaniaSeptember 2013 Whereas we call this community home and have great interest in the health, well-being, safety and future of our children, families and friends who share this community; Whereas Emanuel Tire and En-Tire Logistics of Baltimore, MD are seeking to build a tire-derived fuel (TDF) incinerator next to the National Gypsum plant on Old Route 15 in New Columbia, PA and this plant is projected to burn 100 million pounds of shredded tires annually; Whereas this plant would be located near a scenic stretch of the Susquehanna River that is important to the recreation, quality of life and economy of our region; Whereas this plant would be located one mile from White Deer Elementary School; Whereas there is currently only one other dedicated tire burner in the U.S., and historically there has been a high failure rate of TDF facilities due to fires, industrial accidents and safety violations; Whereas tire burning can produce rancid odors not regulated by Pennsylvania's Department of Environmental Protection (DEP); Whereas the U.S. Environmental Protection Agency has issued a letter to the DEP expressing serious concerns about the inadequacy of En-Tire’s data and insufficiency of its air-quality proposal, concerns supported in a statement by the American Lung Association in Pennsylvania; Whereas studies have shown that TDF incinerators release toxic chemicals into the air that “are known or suspected carcinogens or may lead to other serious health effects” (Dr. Sherri A. Mason, Ph.D., a specialist in the impact of combustion emissions on human beings.); Whereas when such plants were constructed elsewhere they proved so dangerous and unsafe as to make certain that this proposed plant will conflict with the White Deer Township Zoning Ordinance whose first stated purpose is “to promote the health, safety, morals, and general welfare of the residents of the Township” (S.101); and the township ordinance requirements for odor, toxic or noxious matter, dust and fly ash, and/or smoke (S.420); and Whereas the PA state constitution declares that, “?The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people;” Therefore, we ask our elected leaders to prevent the construction of the proposed shredded-tire incinerator in White Deer Township and ask National Gypsum to end the partnership with En-Tire Logistics that would make construction of this incinerator possible. By signing this petition, I am indicating my desire that my elected leaders prevent the construction of the shredded-tire incinerator in White Deer Township and that National Gypsum end the partnership with En-Tire Logistics that would make construction of this incinerator possible.
