URGENT: ANIMAL WELFARE AT RISK IN THE STATE OF DELAWARE
ANIMAL CONTRACT BEING AWARDED TO OUT OF STATE SHELTER WITHOUT REGARD FOR THE CARE OF THE ANIMALS AND FOR THE POCKETBOOKS OF DELAWARE TAXPAYERS The Office of Animal Welfare (OAW) is about to award a statewide animal control contract to an out-of-state vendor (PENNSYLVANIA) instead of an in-state, well-known and extremely capable organization, the Delaware SPCA. We believe strongly that it is in the state’s best interests and our taxpayer’s best interests to keep our tax dollars in-state. In addition to making a competitive bid within the Request for Proposal (RFP) guidelines, the Delaware SPCA also has stated its intention to reinvest funds from the contract back into our state by hiring in-state workers and paying other Delaware-based non-profits for work related to this contract. The competing organization has no intention of investing in Delaware. They continue to hire workers from Florida to work in their Pennsylvania-based headquarters and are planning to solicit Delawareans in a forthcoming statewide advertising campaign for donations that will most likely also go out of state. The state of Delaware, if this contract is signed and not rescinded, will pay an out-of-state vendor to push Delaware non-profits toward financial ruin. It should be noted that ASPCA advised us that we already have too many shelters in the state and the excessive competition is not good for either animals or our organizations. Another two shelters would be catastrophic to the landscape of Delaware animal welfare. The Delaware SPCA entered into negotiations with the state for this contract so that we could save as many animals in our great state as possible. We intend to do this by collaborating with every nonprofit in the state including domestic violence shelters, veterans organizations, organizations serving the disabled and many children’s based charities. All of this work is not possible without the funding associated with this contract and the charitable contributions of Delawareans for Delawareans. The greatest number of shelter animals is Pit bulls. Dogfighting is a big issue. A Pennsylvania business does not have the experience in OUR STATE to make sure that our animals are protected. We have very little time as this contract will be signed by the end of the week. Please sign this petition and contact Governor Markell and help us keep our tax dollars in state and create a greater good by rescinding the contract offered to an out-of-state vendor before it is signed, and award this contract to The Delaware SPCA.
