TO ORDER RECRUITMENT AGENCIES AND EMPLOYERS TO BRING ALL OFWS TO PHL EMBASSY IN KUWAIT
AN URGENT AND ARDENT APPEAL TO HIS EXCELLENCY, PRESIDENT RODRIGO “DIGONG” ROA DUTERTE FOR HIM TO ISSUE AN ULTIMATUM ORDER TO ALL RECRUITMENT AGENCIES AND ALL EMPLOYERS TO PERSONALLY BRING ALL OVERSEAS FILIPINO WORKERS (OFWS) TO THE PHILIPPINE EMBASSY IN KUWAIT OR TO THE NEAREST PHILIPPINE OVERSEAS LABOR OFFICE (POLO) IN THE SAID COUNTRY AT THE SOONEST POSSIBLE TIME! SINCE THE PRESIDENT HAS NOT BEEN APPROPRIATELY INFORMED AND TIMELY UPDATED ABOUT THESE PRESENT HORRIFYING SITUATIONS IN KUWAIT (THE KUWAITI EMPLOYERS THEMSELVES WHO HAVE MALTREATED, ABUSED AND EXPLOITED OFWS ARE THE ONES WHO ARE PREEMPTING AND PREVENTING OFWS TO GO OUT OF THEIR EMPLOYERS’ HOUSES TO BE ABLE TO REPORT TO THE PHILIPPINE EMBASSY OR POLO). THE REASONS ARE PLAIN AND SIMPLE: TO CONTINUOUSLY CONCEAL AND COVER UP THE UNINTERMITTENT MALTREATMENT, ABUSE AND EXPLOITATION OF OFWS IN KUWAIT, SEVERAL OFWS IN THIS COUNTRY ARE HUGELY INTIMIDATED, PHYSICALLY HARMED AND TOTALLY AGAINST THEIR WILL, THEY ARE THIS TIME STILL HEAVILY GUARDED, KEPT “CAPTIVE” AND HELD “HOSTAGE” BY THEIR OWN EMPLOYERS IN CONSPIRACY WITH THEIR RESPECTIVE RECRUITMENT AGENCIES IN THE PHILIPPINES AND FOREIGN COUNTERPART OFFICES IN THIS SAID NATION! IT IS THIS GRIM CONDITION THAT YOUR EXCELLENCY MUST ISSUE AN ULTIMATUM ORDER TO OBLIGE AND REQUIRE ALL RECURITMENT AGENCIES AND ALL EMPLOYERS TO BRING TO THE PHILIPPINE EMBASSY IN KUWAIT OR POLO ALL OFWS FOR THEM TO FREELY AND WITHOUT FEAR NARRATE THEIR SAD STORIES AND EXPRESS THEIR DESIRE OR WILLINGNESS TO BE REPATRIATED ASAP TO THE PHILIPPINES. MOST ABUSIVE EMPLOYERS ARE CONFIRMED TO HAVE BEEN PREEMPTING AND PREVENTING THESE OFWS TO REPORT TO THE PHL EMBASSY OR POLO TO HIDE THEIR CRIMES AGAINST OUR FELLOW FILIPINOS. THESE RECUITMENT AGENCIES SHOULD BE DIRECTED TO PROVIDE THE CONCERNED PHL GOVERNMENT AGENCIES THE COMPLETE LISTS OF ALL OFWS IN KUWAIT TO DETERMINE THEIR INDIVIDUAL PRESENT CONDITIONS AND PARTICULAR LOCATIONS. IF IN CASE OFWS WOULD NOT BE ABLE TO GO TO THE PHL EMBASSY OR POLO, THE EMBASSY OR POLO PERSONNEL THEMSELVES SHOULD PERSONALLY VISIT THE OFWS TO INDIVIDUALLY FETCH AND “RESCUE” THEM DIRECTLY FROM THEIR RESPECTIVE EMPLOYERS’ RESIDENCES. YOUR EXCELLENCY MAY HAVE RECEIVED REPORTS THAT THESE TIMES, OF ALL OCCASIONS, PHONES OF THE OFWS ARE BEING CONFISCATED OR HELD AND FACEBOOK (FB) ACCOUNTS OR ONLINE CONVERSATIONS ARE CLOSELY GUARDED AND MONITORED BY THEIR SAID RUTHLESS EMPLOYERS. THE FOLLOWING OFWS IN KUWAIT ARE PRESENTLY KEPT AND HELD “CAPTIVE AND HOSTAGE” IN AN UNDISCLOSED PLACE/S BY THEIR RESPECTIVE EMPLOYERS IN CAHOOTS WITH THEIR OWN RECUITMENT AGENCIES: (1) ERLYN COMO WHOSE RECRUITMENT AGENCY IS PHIL Q MANPOWER SERVICES INC.; (2) JUDELYN GALLEMA BALIDIO OF ANDREA MANPOWER SERVICES; (3) MARY LAN MAGTOLES FERNANDEZ, A DIRECT HIRE; (4) JUVY PANDO PUGOSO, ALSO OF PHIL Q MANPOWER SERVICES INC.; (5) MARCEL ABUD (ALSO, A DIRECT HIRE); (6) CEL TEJADA (ALSO, A DIRECT HIRE); AND (7) A CERTAIN CHAI LEE (ANOTHER DIRECT HIRE)! WHAT IS TOO ALARMING AND BADLY IN NEED OF GOVERNMENT'S IMMEDIATE INTERVENTION AND ACTION ARE THE LATEST PLEAS AND REPORTS WHICH HAD BEEN RECEIVED BY THIS WRITER/ FOUNDER OF SERBISYONG OFW WORLDWIDE (SOW) SEARCH AND RESCUE NETWORK AND SOW CO - FOUNDER/ PRESIDENT JOY PACANTE AS HEREIN STATED: "Ayon sa source na aming nakausap hinggil sa apat (4) na minamaltratong mga domestic helper na Pinay na kasalukuyang "hostage" at itinatago ng kanilang employer, paulit - ulit silang pinagbabantaan ng kanila mismong amo na walang sinuman sa kanila ang makakaalis kahit pa matapos ang kanilang mga kontrata." IT IS THIS SITUATION THAT SOW IS MOST ARDENTLY AND URGENTLY CALLING THE ATTENTION OF PRESIDENT DUTERTE TO PLEASE GIVE INSTRUCTIONS TO YOUR MOST TRUSTED MEN AND WOMEN TO IMMEDIATELYCHELP RESCUE THESE PITIFUL PINAY DOMESTIC HELPERS. AS THE PRESIDENT IS EXTENDING HIS ASSISTANCE TO THE ABOVE - NAMED YET TO BE LOCATED OFWS, WE WISH TO TAKE THIS OPPORTUNITY TO AGAIN REITERATE THIS CALL IN TIME FOR THE REPATRIATION OF ALL OFWS IN KUWAIT: FOR HIS EXCELLENCY TO MOST KINDLY CONSIDER OUR EARLIER URGENT CALL AND SUGGESTION TO COME OUT SUCH AN APPROPRIATE EXECUTIVE ORDER WHICH SIGNIFICANTLY MUST CONTAIN THE FOLLOWING IMPORTANT ASPECTS AND PROGRAMS: (1) TO PRIORITIZE THE REPATRIATION OF ALL OFWS WHO ARE NOW CONFINED AND RECUPERATING IN THE HOSPITALS IN KUWAIT; (2) TO REQUEST THE KUWAIT GOVERNMENT, IF LEGALLY POSSIBLE TO PLEASE COME OUT A GENERAL AMNESTY PROGRAM OR A SPECIAL ARRANGEMENT OR TO FASTTRACT THE COURT HEARINGS TO RESOLVE THEIR CASED OR TO PARDON OR RELEASE ALL OFWS WHO HAVE BEEN LANGUISHING IN PRISONS IN KUWAIT OR SIMPLY THE TRANSFER OF CUSTODY FROM THIS SUBJECT NATION'S DETENTION CENTERS TO THE CUSTODY OF PHILIPPINE BUREAU OF JAIL MANAGEMENT AND PENOLOGY; (3) TO COMMIT TO ALL OF THESE KUWAIT OFWS THAT THE PHILIPPINE GOVERNMENT WILL WORK OUT A PROGRAM FOR THEIR WELFARE AND BENEFITS UPON THEIR RETURN TO OUR HOME COUNTRY PHILIPPINES SUCH AS, ENUMERATED HEREUNDER: (A) TO HELP THEM COLLECT ALL OF THEIR UNPAID MONETARY CLAIMS FROM THE PHILIPPINE GOVERNMENT AGENCIES [OVERSEAS WORKERS WELFARE ADMINISTRATION, PAG - IBIG FUND, SOCIAL SECURITY SYSTEM (SSS), OTHERS] AND FROM THEIR RESPECTIVE EMPLOYERS THROUGH THEIR SPECIFIC RECRUITMENT AGENCIES' PERSONNEL AND OFFICERS; (B) TO PROVIDE THEM THE REQUIRED TRAININGS AND SKILLS TO SEND THEM OFF TO OTHER AFFLUENT COUNTRIES LIKE JAPAN AND IN EUROPE WHERE OFWS ARE IN DEMAND NOWADAYS IF IN CASE THEY STILL DESIRE TO WORK ABROAD OR THEY REMAIN WANTING TO BECOME AN OFW THEREIN; AND (C) TO PROVIDE INDIVIDUAL OFW THE NEEDED FINANCIAL ASSISTANCE AND OR NON - COLLATERAL MICROFINANCING AVENUES AND MICROLENDING FACILITIES TO START UP A BUSINESS OF THEIR OWN THRU THE SSS, PAG - IBIG FUND, OFW BANK (FORMERLY, POSTALBANK) AND OTHER FINANCIAL INSTITUTIONS AND OTHER PRIVATE BANKS AND LENDING ESTABLISHMENTS WITH THE PHILIPPINE GOVERNMENT ACTING AS A CO - MAKER OR GUARANTOR OF THESE ASSISTANCE OR SOFT LOANS. THE MOVE OF PRES. DUTERTE TO MASS EVACUATE OR REPATRIATE ALL OF THE OFWS IN THIS NATION WILL BE CONSIDERED BY SOME TO BE AN UNPOPULAR DECISION TO THE AFFECTED OFWS AND THEIR FAMILIES BUT FIRST AND FOREMOST, WHAT AT STAKES HERE ARE THEIR SAFETY, THEIR OWN LIMBS AND LIVES AND GENERAL WELL BEING. IT IS SOMEHOW CONSIDERED FORTUNATE THAT THE LIKES OF OFFW JENNILYN CIVIL OF PLACEWELL MANPOWER AGENCY INC. IS NOW REPORTEDLY IN THE CUSTODY OF PHL EMBASSY WHILE HAZEL JAMES CAMPILAN TALAMOR OF MMML MANPOWER SERVICES INC. IS SCHEDULED TO GO HOME TO THE PHILIPPINES ALREADY. JENNILYN CIVIL AND HAZEL JAMES CAMPILAN TALAMOR ARE ALSO WORKING AS DH AT KUWAIT WHO HAD BEEN HELPED RESCUED BY SOW. THEY HAD FELT RELIEVED THAT FINALLY THEY WOULD GO HOME TO THEIR OWN FAMILIES BUT, IN THEIR HEARTS AND MINDS THEY REMAIN AFRAID OF THE MISERABLE LIVES THEY LEFT AND TRIED TO ESCAPE WHEN THEY WENT TO KUWAIT WHICH LIVING CONDITION THEY ARE NOW FEARED TO BE AGAIN EXPERIENCED.
MOST KINDLY APPOINT AS POEA ADMINISTRATOR OPLE, OLALIA OR SEÑERES BUT NEVER EVER PARAS PLS
MOST KINDLY APPOINT ROY SEÑERES JR., SUSAN OPLE OR POEA OIC ADMIN BERNARD OLALIA AS POEA ADMINISTRATOR BUT NEVER EVER EX REP JING PARAS, PLEASE! NO ONE DARES QUESTION THE WISDOM OF KING SOLOMON. NEITHER WE SHALL, IN THE CHOICE OF POEA ADMINISTRATOR BY PRESIDENT DIGONG! BUT DURING THIS MOST CRITICAL TIME, WE DEEPESTLY APPEAL TO HIS EXCELLENCY, RODRIGO "DIGONG" ROA DUTERTE TO MOST KINDLY CONSIDER TO PLEASE APPOINT AS ADMINISTRATOR OF THE PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION (POEA) OFW FAMILY CLUB PRESIDENT ROY M. SEÑERES, JR., OVERSEAS FILIPINO WORKERS (OFWS) WELFARE ADVOCATE SUSAN "TOOTS" VASQUEZ OPLE OR BERNARD P. OLALIA, PRESENTLY THE POEA OIC ADMINISTRATOR [WHO IS THE INCUMBENT UNDERSECRETARY FOR HUMAN CAPITAL DEVELOPMENT AND REGIONAL OPERATIONS OF THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE)] BUT NEVER EVER ERSTWHILE REPRESENTATIVE JACINTO "JING" PARAS OF NEGROS ORIENTAL. WE, OFWS RIGHTS CRUSADERS ARE MAKING THIS APPEAL TO THE PHILIPPINE PRESIDENT AND WE BRAVELY ARE TAKING THIS INITIATIVE IN OUR HONEST BELIEF THAT IF TRULY, PRES. DIGONG CARES STILL AND INDEED HE REMAINS CONCERNED ENOUGH ABOUT THE GENERAL WELL BEING OF OVERSEAS WORKERS, HE WOULD APPOINT AS POEA ADMINISTRATOR A "MAN" OR A "WOMAN" OF PROVEN PROBITY, UNTARNISHED INTEGRITY AND WITH SELFLESS TRACK RECORD OF HELPING THE OFWS! WE TRUST THAT PRES. DIGONG HAS NOT COMPLETELY FORGOTTEN THE COMMITMENT HE MADE AND THE LOVE AND PROMISES HE PROFESSED TO THE OFWS IN EACH COUNTRY HE VISITED DURING THE YEAR 2016 CAMPAIGN SORTIES! CLEARLY, THE OFWS HAVE SOMEHOW SPOKEN AND THE CONSENSUS IS ONE AND UNITED: "OFW group denounces looming appointment of ex - Rep. Paras as POEA head" as reported by Jhoanna Ballaran at INQUIRER.net on 02 December 2017. "A group of overseas Filipino workers (OFWs) expressed qualms on Saturday over the looming appointment of a former politician to head the Philippine Overseas Employment Administration (POEA)." "Advocates and Keepers of OFWs (AKO), a non - government organization of migrant workers in the Middle East, opposed the planned appointment of former Negros Oriental Representative Jacinto “Jing” Paras as POEA administrator." "It would be a 'mistake and disastrous move' for President Rodrigo Duterte, the group said, amid the Department of Labor and Employment’s (DOLE) internal cleansing of the POEA." “To appoint a politician who has no previous knowledge or inkling of the operations of the POEA will throw a monkey wrench into the current total revamp being undertaken by the DOLE leadership to remove or replace certain POEA personnel allegedly involved in the illegal recruitment schemes,” said AKO founding chairman, Dr. Chie Umandap in a statement. "The position of a POEA administrator has been vacant for more than a year after its former head, Atty. Hans Cacdac, was transferred to the Overseas Workers Welfare Administration (OWWA). DOLE Undersecretary Bernard Olalia currently serves as the POEA’s officer - in - charge." "Umandap said what the POEA needs is a technocrat or an insider that already knows the ropes of POEA operations, 'amiliar with the various layers of bureaucracy,' and incorruptible and would not bend to pressure." “The POEA has a long history of former politicians who have failed during their terms to provide the leadership needed in the POEA and a few were accused of corruption during their time at the (agency),” Umandap said. "The group said Paras has a 'soiled reputation' as he was tagged as a member of the 'Gang of Five,' the group of lawmakers who reportedly received P2 million to delay a 2001 congressional inquiry into the collusion of telco networks Globe and Smart over the reduction of free text messages. "Paras, who is on break from politics, has recently been busy filing and preparing cases against some officials allegedly involved in a destabilization plot against the Duterte administration." "He is the complainant of the impeachment case against former Commission on Elections (Comelec) chair Andres Bautista. The complaint led to the impeachment of the poll chief at the House of Representatives." "Paras has also said he would file an impeachment complaint against Ombudsman Conchita Carpio - Morales." "Sought for comment, Paras told INQUIRER.net that only Duterte could decide whether he is qualified for the POEA position or not." “He alone has the right to determine whether an appointee is qualified for the job or not,” he said in a text message. "Paras said he believes he is 'qualified for the job' of solving problems of OFWs and maintained that he has 'no experience in committing corruption in the government.'" “I am qualified to protect the interest of OFWs, safeguard and secure their welfare while working abroad,” he noted. http://newsinfo.inquirer.net/949285/ofw-group-denounces-looming-appointment-of-ex-rep-paras-as-poea-head-ofws-poea-ako-jing-paras-appointment#ixzz507bgpoIR Follow us: @inquirerdotnet on Twitter | inquirerdotnet on Facebook https://www.change.org/p/department-of-labor-and-employment-secretery-silvestre-bebot-hernando-bello-iii-ofw-summit-now-is-proposed-by-ako-ofw-inc-to-dole-sec-to-solve-illegal-recruitment?recruiter=357122960&utm_source=share_petition&utm_medium=copylink&utm_campaign=share_petition&utm_term=share_petition https://www.change.org/p/president-rodrigo-digong-roa-duterte-for-pres-duterte-to-issue-now-an-order-to-mass-repatriate-all-ofws-in-ksa-and-lebanon
