The Council was founded in 1962 by physicist Leo Szilard to combat the menace of nuclear war. Council later expanded our program to include other weapons of mass destruction, both chemical and biological and to work toward trimming waste in the military budget. In the aftermath of the Gulf War, the Board of Directors decided to create two new programs to work against arms sales to other governments and to build support for U.N. peacekeeping operations.
