My name is Rene and I live in Odessa, Texas, a small town in rural West Texas.  For those unfamiliar with West Texas, there aren’t many health care providers for women like me to choose from.  And as a 25 year old college student, private insurance is out of reach. 

For the past five years, the Women’s Health Program and Planned Parenthood have been there for me – no matter what.  They are there for my sister, too, and Planned Parenthood was there for our mom, who was diagnosed with cervical cancer at about my age after an abnormal test at Planned Parenthood. 

Governor Perry’s budget cuts have already forced one Planned Parenthood in my community to close.  Another one has reduced its hours. 

Now Governor Perry is trying to re-create the state-funded Texas Women’s Health Program, and cut Planned Parenthood out of it – even though for countless women like me, Planned Parenthood is the only regular health provider we have.  Not to mention it is the provider we have grown to trust. 

As a patient of Planned Parenthood, and an enrollee in the Women’s Health Program, I want a voice in Governor Perry’s overhaul of the program.  I should be able to decide who provides my healthcare.  Planned Parenthood has been a place my family relies on and has served us well through the years. 

I am writing the Department of State Health Services asking that it hold a public hearing on its proposal to kick Planned Parenthood out of the Texas Women’s Health Program.  Under Texas state law, if 25 people request a hearing on a proposed rule, it has to be granted. 

While I’m only one person, there are countless women just like me throughout Texas.  Please join me in asking for a public hearing on this proposal that could take preventive health care away from me, and tens of thousands of women just like me.

Without the Women’s Health Program and Planned Parenthood, I don’t know what I would do, or where I would go for the cancer screenings I know I need. 

Please sign my petition.  Politics should not interfere with women’s access to basic health care in the state of Texas.  And the women at risk of losing services deserve a voice.

      Proposed Texas Women's Health Program Rules - Public Hearing 9/4/2012


      The Department of State Health Services (DSHS) will host a public hearing regarding the proposed Texas Women’s Health Program rules. The hearing will occur at 1:30 p.m. on Tuesday, September 4, 2012, in the Auditorium of the Criss Cole Rehabilitation Center (4800 North Lamar, Austin, TX 78756).

      The rules modify Title 25 of the Texas Administrative Code, Chapter 39. The proposed rules were considered by the State Health Services Council on June 14, 2012, and were posted for public comment on July 6, 2012.

      At the meeting, DSHS will provide a brief presentation of the proposed rules and the remainder of the time will be reserved for public comment. Commenters will be allowed three minutes each for oral comments. Written comments will also be accepted.

      State budget cuts for all women’s health clinics led to the March closure of the Planned Parenthood clinic where the 25-year-old college student used to go, so she went to another one in her native Odessa. Now she won’t be able to go there anymore, either, because she’s a participant of the Women’s Health Program.

      The state’s legal battle with Planned Parenthood is just one front of a larger war over the new law. The Centers for Medicare and Medicaid Services

      “I feel like the state is taking away that choice where I feel the most comfortable, and forcing me to start over at another clinic,” Resendez said. “Planned Parenthood provides more services than just abortion and this boils down to women’s health and ensuring that low-income people like myself can still have health care.”

      But Rene Resendez, a 25-year-old graduate student and Women's Health Program client in Odessa, said her health care is at stake. She launched a petition on Tuesday to try to persuade lawmakers to hold a public hearing to keep her local Planned Parenthood clinic in the program.

      “Women pay taxes. They should be able to go to their provider of choice,” she said. “Why shouldn’t they be able to choose just because they’re poor?”

      TEXAS WOMAN ASKS FOR A PUBLIC HEARING ABOUT STATE’S CUTS TO PLANNED PARENTHOOD | Texas is at risk of losing $40 million in Medicaid funding because the state health commissioner signed a rule banning Planned Parenthood or any abortion provider from participating in Medicaid’s Women’s Health Program, even though the program provides health screenings and contraception — but not abortions — to some of the poorest women in Texas. Now, 25-year-old Rene Resendez, who is a patient in the program, is calling on the state to hold a public hearing before Gov. Rick Perry (R) overhauls the program without federal funding for Planned Parenthood. “As a patient of Planned Parenthood, and an enrollee in the Women’s Health Program, I want a voice in Governor Perry’s overhaul of the program.       As a mother and great grandmother of girls, for me it is essential that my family be protected from this heinous act stripping women of affordable reproductive health care. These measures are being instigated by men and signed on to by women who have been brain washed to not think for themselves and to not believe themselves worthy of their own voice.
