In Mumbai, everyone young or old is scared to go out, even possibly to a gathering at a neighbour’s house. Thanks to the the Moral policing brigade led by Assistant Commissioner of Police Dhoble and his social service unit.
Many evenings, in a primitive display of power, carrying a hockey stick in his hand and men with video cameras he raids bars and juice counters in the city. The hockey stick is used to break restaurant property while his men video graph the people present at the location. This footage is later used to tarnish them. The Social Service branch also arbitrarily decide what people should wear or what time they should be out, especially for women
He has caught women hanging out at pubs and sent them to rehab centers on charges of being prostitutes. Life has changed for many after Dhoble and his men started terrorizing people and raiding well known hangouts.
One of them is Veena. A simple girl from a middle-class family,she was detained by cops from a cafe/pub called 'Madness' where she had gone to celebrate with her friends as she had secured her first job as a receptionist at a south Mumbai shopping mall.
Till now, Chief Minister Prithvi Raj Chavan has failed to take any action and that is why I have started a petition calling on Chief Minister of Maharashtra Mr. Prithviraj Chavan and Home Minister R.R.Patil to reign in ACP Dhoble and his men and bring back Mumbai’s free and open atmosphere. Here are the following demands -
1) Compensation to victims of police atrocities and to business owners. Further a public apology from the government and Mumbai Police for their excesses.
2) Harassment of people in unlicensed venues should stop. Rather the venues should be closed permanently and proper mechanism to check that they don’t open again should be implemented.
3) Initiate investigation against the Social Service Wing of the Police and consequent criminal proceedings u/s. 147, 66 of the Bombay Police Act, & S. 320, S. 351, S. 354, S. 503 of the Indian Penal Code and hold them accountable.
4) Harrasment of people under the obsolete Bombay Prohibition Act 1949 should stop immediately. The archaic laws within the act are used to harrass people at the whim and fancy of the authorities. If prohibition was removed decades ago, there is absolutely no reason for prohibition laws to remain
