      It is a part of being a civilized nation in the modern world to allow people to assemble peacefully and organize in unions, community groups, and for native communities to have local leaders selected according to their traditions, without having outside groups sponsored by transnational mining companies threatening them with death or theft of their traditional lands.

      When I visited Colombia in 2002, so many civic leaders had been killed. Colombia needs a civil government to become "normal." HR is the place to start rebuilding.
