When Laura Pople helped Hurricane Sandy victims by temporarily taking in their pets she received charges from the town for operating a kennel without a license.

      2013-07-17 -- Last evening Jackson Twp. NJ gave approval for Laura Pople to continue helping animals on her township property. Under the Zoning Board ruling, the number of animals on the property will be capped at the existing levels, and measures will be in place to prevent negative impacts on the surrounding neighborhood. It is a sound decision that allows an important public interest to be served and the quality of life in the community maintained. Thank you to the thousands of supporters who either wrote in support, or attended/ testified at the hearing.

      Thank you all 4,357 for supporting Laura over these past months and her mission to help crisis victims and animals in need. Now it's decision time. On Wednesday, July 17 at 7 pm, the Jackson Township Board of Adjustment will hold a hearing on Laura's variance application. The application could establish clear authority and reasonable standards for Laura to continue her important work on her Jackson Township property. If you can attend the hearing, please do. Community members are permitted to speak and mere moral support is encouraged. Be advised that the Town's legal charges against Laura for allegedly failing to obtain a kennel license etc. are set to go to court the following morning at 11:30 am on Thursday, July 18, at the Jackson Township Municipal Court. Public attendance is also permitted at the court hearing.

    3. Town agrees to postpone trial; Laura to file appeal & land use application

      In response to the denial by the zoning officer of Laura's request for an interpretation of law that her activities do not require a kennel license, Laura is preparing an appeal and a variance application. The appeal/ variance application will be submitted by May 22nd, and will likely be heard by the Zoning Board on June 5th. The municipal trial which had been scheduled for May 16 has been rescheduled for June 6. The town deserves thanks for agreeing to postpone the trial and consider the land use application. The best solution would to reasonably resolve the land use issue and then dismiss the charges.

    5. Town rejects solutions; tell town to solve before May 16 court hearing

      The town has rejected the two solutions proposed by Laura to resolve the situation, namely acknowledging that she does not meet the definition of kennel under state law or adopting a zoning ordinance that would address situations like this. Meanwhile, the charge of operating an unpermitted kennel is scheduled for hearing May 16 at 9 AM in Jackson Township municipal court. The town has also filed additional charges against Laura including for parking more than one RV on the property. Simultaneously, Laura will have to appeal the denials of the Zoning Officer and file a variance application. Please return to the web site right away and register your voice by signing the revised petition urging the town to find an immediate solution.

      A few details – Solution 1 would be for the town to acknowledge that under existing law, taking in crisis victims pets as a donated social service does not meet the definition of kennel which involves boarding dogs for pay. Therefore, no kennel license is required. Solution 2 would be for the town to pass a zoning ordinance that specifically establishes that philanthropic animal activities of this kind are permitted uses under local land use law.

      [Monday April 29, 2013 petition update] — Today, we submitted letters to the township providing legal support for two different solutions by which Hurricane Sandy victim supporter Laura Pople could continue to help animals on her property within the dictates of the law.

      Interested citizens should contact the Mayor to let the township know that it should accept one or both of these solutions. You can contact the Mayor by:

      In our meeting with the Mayor on April 16, the Mayor expressed openness to the town considering these proposals, so please be respectful in your comments to him, as you passionately support Ms. Pople and her critical mission to help crisis victims and their pets.

      This woman is providing a community service. FREE. What are the other alternatives?? Social services does not provide housing for your pets. The victims lost most everything important in their lives....should we have the townships euthanize their pets, too? How about if the victims were irresponsible instead and just let their pets free hoping they survive on their own OR find a home SOMEWHERE?????
