Over the past decades, Congress has strengthened the penalties for and closed major loopholes in federal animal fighting law. Now there is another issue that has been left out, spectators. Spectators are not innocent bystanders in these cases. They are participants and can be seen as accomplices. The Humane Society sees spectators as ones who pay admission fees and are the ones who are doing high-stakes gambling to finance this criminal industry and make dog fighting very profitable. Our legislation can correct this remaining gap in federal law to allow cracking down on this barbaric activity/sport.
