About a year ago ago Andrew Cuomo accused State Senator Pedro Espada of looting his non profit of $14 million. This kind of mass fraud could only happen because of either a lack of auditors or a lack of well trained ones.
The Federal Government, states and localities are cutting back on auditing and quality control positions, beause they don't have the money. But, as we have also seen from the August massive egg recall, not only do the government agencies lack investigators and quality management staff, but also many agencies lack the enforcement authority.
Another issue is whether the auditors themselves are in the pockets of the businesses that they're supposed to audit. The continuing excesses on Wall Street make Timothy Geithner look complicit. Similarly, the opening of more public lands to drilling and logging and the BLM wild horse and burro roundups have made Ken Salazar look like he's continuing the Bush policy of putting our natural treasures up for sale for bargain rates in closed door deals. Is Obama bought? Bush appeared to either bought, delusional, or incompetent.
This is why we need many more investigators, quality management personnel and prosecutors trained in this area. We also need a far simpler system for whistle blowers to both report their concerns and be protected against retaliation. Currently, the system is a lack of system and labyrinthine. Thus potential whistle blowers look the other way because they don't know where to report their concerns and because they doubt that they will get protection from retaliation by their employers, if they do.

Dear Sirs/Madams,
The current lack of investigators, quality management personnel and prosecutors trained in prosecuting corporate crime has led to massive fraud in the for profits, non profits and government agencies. Furthermore, there is the perception that many of the government watch dogs are on the take, either directly, or because of the expectation of sweetheart jobs after they leave their positions. For instance, many Department of Interior staff move back and forth between government regulator positions and positions in big oil, coal or nuclear. And, many Treasury Department staff move back and forth between government "service" and positions in the big banks or large investment firms.
Another issue is that those who wish to report abuse at their workplace have to do an investigation of their own to find out where to report the abuse. And, then it's another hunt to find a government entity that will protect them from retaliation from their employers. And, investigations can take years, and the retaliation on the whistle blower can be psychological in nature, thus hard to prove.
Regarding the concern that the government watchdogs are on the take themselves: Many elected officials from both political potties along with their appointed agency administrators have ended up in very cushy jobs upon their "retirement" from "public service." As there have been many questionable decisions made by a wide range of government agencies, there shouldn't be even the appearance of fraudulent conduct, as this causes the average citizen to lose confidence, as is reflected in polls that show that both political parties have exceptionally low approval ratings. Thus, we need to set up commisions that continually review the work of the government agencies on all levels, and they need to have substantial representation from the various advocacy groups that work in the area of concern.
We the peons want far better than we have seen to date. Those of us who are unemployed, under employed or working in jobs that we're overqualified for are sick and tired of hearing that there is not enough money for unemployment, Social Security or medical care, while we watch the "too big to fail" corporations get multi billion dollar bailouts, only to post record profits, reward their high ranking employees with huge bonuses, while they lay off rank and file staff and ship jobs and money overseas. The expectation from John Q. Public is that the "public servants" who made the decisions to give out so much money to the super wealthy will soon be quite wealthy themselves.
We the peons will only be distracted by the endless wars, sports and Hollywood glitz (the Roman bread and circuses) for so long. The corproate interests can fool some of the people some of the time by endlessly repeating their spins on the truth, either through the mercifully over campaign ads or such "news" outlets as FOX news
