The same rule for everyone means fairness. Everyone, including corporations (since they were declared people by the supreme court), regardless of age or marital status or being clergy or being a religious institution pays percentually the same and capital gains and losses are income. No deductions of any kind, no credits of any kind, no exclusions. State and local taxes operate against the federal rate as a ceiling amount.
