While the arrest of former Indian cricket captain and his accomplices is waited, the police is proceeding stringently against Jhajjar-based animal welfare activist Naresh Kadian. Kadian has been booked under the IPC and the Wildlife Protection Act. His crime — he exhumed the half burnt carcass of the black buck and took it to Delhi Zoo for a post-mortem examination.

Kadian says, “The police is dragging their feet in this case. It has been behaving suspiciously. Why did it bury the remains of the black buck when it was such an important case property? I risked my life to protect the law. And now it is after me.” Kadian has generated enough support for himself, so much so that the villagers are ready to face arrest with him.

JAIPUR: Having been at the receiving end for their alleged slack conservation work at the Ranthambore National Park, officials of the forest department on Monday lodged an FIR against villagers and activists working in the area.

In the FIR lodged at the Mangla Dungar police station, officials named Dharmendra Khandal of the NGO Tiger Watch, besides villagers Mahendra Kumar, Rupa, Kanhaiya, Lari, Ramkesh, Hanuman, Manoj, Hakiya, Mandraj, Siyaram and Haria.


The case has been lodged under Sections 353, 332, 816 of IPC and Section 3/51 of the Forest Act. Khandal had taken pictures of the tiger attacking the ranger Daulat Singh Shaktawat on the sanctaury’s outskirts on Friday.

The FIR, lodged by the assistant conservator of forests, alleges the named people snatched away the tranquillizer gun from the official and pelted stones at the tiger. Most Sections cited are for disrupting public servants’ work and contain sentences of two or three-year terms.

“What happened on that day is the result of a total militancy by villagers and NGOs who, instead of being sensitive towards the limitation of the department, not only obstructed them from working but also provoked the tiger by constantly pelting stones at it, ” said R N Mehrotra, PCCF and Head of Forest Forces, Rajasthan.

हालांकि ग्रामीणों के सहयोग से सिंह को बाघ से बचा लिया गया था। उधर, जयपुर के एसएमएस अस्पताल में भर्ती रेंज अधिकारी की हालत सामान्य है, लेकिन वे एक आंख गंवा बैठे हैं। अभयारण्य से सटे भूरी पहाड़ी गांव में दौलत सिंह पर 20 अगस्त को बाघ ने हमला किया था।


ग्रामीणों ने सूचना दी थी कि गांव में बाघ घुस आया है। रेंज अधिकारी दौलत सिंह अन्य वन कर्मियों के साथ मौके पर पहुंचे। बाघ को बेहोश करने के दौरान यह हादसा हो गया। इससे पहले बाघ घुसने से आक्रोशित कुछ ग्रामीणों ने सिंह और अन्य वन्य कर्मियों के साथ बदसलूकी और धक्का-मुक्की भी की थी। इस संबंध में क्षेत्रीय वन अधिकारी पादड़ा राजेंद्र सिंह जाट ने स्थानीय थाने में 12 नामजद लोगों सहित 20 लोगों के खिलाफ मामला दर्ज कराया है।


गलतफहमी में बन गए शिकार.बाघ को बेहोश करने के लिए दौलत सिंह ने ट्रेंक्यूलाइजर गन से फायर किया, जो गलत जगह लगा। बाघ बेहोश नहीं हुआ और खेत में चला गया। सिंह ने दुबारा फायर किया। करीब 15 मिनट बाद तक हलचल नहीं दिखी तो दौलत सिंह ने अनुमान लगाया कि बाघ बेहोश हो गया है। वे तीन वनकर्मियों के साथ आगे बढ़े। उन्हें लेशमात्र भी अंदाजा नहीं था कि बाघ होश में है। जब 2-3 फुट की दूरी रह गई तो बाघ रेंज अधिकारी पर झपट पड़ा।


Being an representative of the International Organization for Animal Protection - OIPA in India and Master Trainer - AWBI, I have some questions for above said Chief Wildlife Warden of Rajasthan / DFO / Director of the Ranthambore National Park along with Police officials...


1. Whether Govt. officials are well trained to handle situation like these kinds of rescue operations?

2. Whether officials involved in rescue operations were well equipped with helmet, first aid kits, dressed and trained to handle tranquillizer gun?
3. Whether officials knows well about dose and are there any Vet. in rescue team?
4. Whether ambulance service were provided to the rescue team?
5. What measures taken by rescue team to keep public away during operation?
6. Who protect the officials?

If officials protected by the public then why they were booked under Sections 353, 332, 816 of IPC and Section 3/51 of the Forest Act, where as officials failed to perform their duties?, hence counter FIR should be lodged against responsible officials, FIR against Dharmendra Khandal along with others may kindly be with drawn.
  All illegal constructions and encroachments should be removed at once with out any further  delay.

Clarification................

I visually documented the unfortunate incident, which took place on 20th August 2010. However, there have been charges against me saying that I snatched the tranquilizer gun from Mr Shaktawat and threw stones on the tiger.

Things to be noted:

1.      I reached the spot at about 12 noon, while the stone pelting on the tiger had started at 5 AM as the villagers spotted the tiger. The tiger had killed a villager’s buffalo calf at about 3.30 AM.

2.      I was standing 200 meters away from the spot where Mr Shaktawat was trying to tranquilize the tiger. Fortunately, I had a long zoom lens 100-400 mm due to which I could take pictures even from distance.

3.      This visual document has exposed many loop holes of the forest department like lack of safety equipments, lack of simple loud speakers to pacify the crowd to direct subordinates, absence of an emergency medical ambulance at the site due to which the Ranger Mr Shektawat got delayed medical assistance.

Since all the loop holes in the rescue operation was brought forward by me and our NGO – Tiger Watch, I am being framed with some ridiculous charges like throwing stones on the tiger and snatching tranquilizing gun from Mr Daulat Shatawat.

I am a reputed conservationist working since the past seven years in Ranthambhore and have got arrested 47 poachers along with the Police and Forest department of Rajasthan and even run a reform program which has school and healthcare facilities for the ex-poachers family, to bring them to mainstream society.


I would request you to consider my petition and free me from such unreasonable charges.

-Where as Naresh Kadyan, founder chairman, PFA Haryana / Master trainer, AWBI was also booked under u/s 186, 332, 353, 341, 429, 297, 506 along with 51 of WP Act, 1972  vide FIR No. 192 dated 6-6-2005 with the Police Station, Jhajjar ( Haryana ) being an whistle blower of Nawab Pataudi black buck hunting for no reasons, like this....where as he took the disposed off carcass to Delhi zoo for identification of wild animal species, as his fundamental duties as per article 51 A(g) of the Constitution of India..........but who cares and he is facing criminal trial at Special Environment Court at Faridabad along with Nawab Pataudi team. Hence FIR No. 192 needs to be canceled with apology.

I have some questions for Chief Wildlife Warden of Rajasthan / DFO / Director of the Ranthambore National Park along with Police officials...

7. Whether illegal constructions made out on forest land and what steps has been taken to remove all encroachments from forest land by the Department?
