Gil Cedillo’s SB 1460 would allow United States citizens and undocumented AB-540 students in California the ability to compete for state financial aid and qualify for a BOG waiver.

It does not automatically grant benefits to anyone.

Governor Schwarzenegger has vetoed this well-intentioned bill for three years, citing fiscal concerns. He has 12 days to sign this into law or veto it again. He has nothing to lose and this is possibly his last chance to do the right thing for immigrant students in California.

As a resident of California and concerned citizen, I ask you to sign the California DREAM Act of 2010 (SB 1460) into law.

SB 1460 is not a handout or special benefit. It simply allows long-time hard-working California residents an equal opportunity to qualify for state financial aid and BOG waivers.

This is a good investment for the state that benefits all Californians. Beneficiaries of SB 1460 have grown up in California and already contributed to the state. They are likely to work in California, pay taxes, use services and raise children.

California will need more college graduates in coming years. In a recent report, the Public Policy Institute of California predicted 41 percent of jobs will require a college education by 2025 but only 32 percent of workers in the state will have the necessary education.

At a time when immigrants are coming increasingly under attack and scapegoated, you can help set a fair and humane standard, paving the way for a more tolerant society with the enactment of this bill into law.

California can't promise successful students a path to legalization, but the educated are likely to find a way through employee sponsorship or marriage or new federal legislation.

Please take this opportunity to return California and the nation to a land of dreams based on hard-work, fairness and equal opportunity. Sign SB 1460 into law.
