Teen Beaten to death called "Faggot" during his death beating, not a hate crime!?

This isn't right a 19 year old is dead, witnesses heard him being taunted and called a "faggot" while he was being beaten which lead to his death. There have not even been any arrests in this boy's death even though Lt. Michael McNamee, Waterloo police spokesman said,

“We’ve done multiple interviews and we have heard those allegations, but this was not because of his persuasion or the perception of his persuasion,” McNamee said. “These were all people who knew each other, and there was some bad blood between the two parties involved.”
