Support Neighborhoods Role in Philadelphia Zoning Reform

The Zoning Code Commission is now formulating recommendations for modernizing the zoning process - see the ZCC website  http://www.zoningmatters.org for background information.

In response to the commission's draft recommendations, a network of more than 10 neighborhood associations have formed Neighoborhoods Matter to ensure that the important role of civic organizations is preserved and enhanced in the Commissions final recommendations.  See http://www.neighborhoodsmatter.org for more information about our effort and the detaied comments on the draft recommendations we have provided the Zoning Code Commissioners.  

We urge civic organizations and CDC's from across the city to join us in making sure that neighborhood interests are protected and preserved in the new code and development review process.

An appeal to the Philadelphia Zoning Code Commission


Philadelphia community groups welcome development that improves our neighborhoods. The best forms of development integrate with their surroundings in a positive manner. As civic leaders, we understand the attributes of our neighborhoods and are willing to help shape proposed projects for the enhancement of the projects and the urban environment.

A development review process that supports direct and open dialogue between developers and community groups is the most assured way to achieve positive results for the project, the community and the city. We endorse the efforts of the Zoning Code Commission to improve the Zoning Code in Philadelphia and request that the following goals be incorporated into these efforts:

1. Improve and codify the role of community groups in the zoning variance review process.

2. Incorporate community participation in the proposed Design Review Committee.

3. Maintain a process of public notification and community input for all variance requests, even those determined to be "minor".

4. Provide procedural guidelines to help minimize the frequency and latitude of variance approvals.
