Governor Lynch's proposal for Developmental Disabilities and Aquired Brain Disorders is harsh and the house finance has publically stated that they intend to make even more cuts.
The Governor's proposed budget looks to:
Reduce the number of Area Agencies from 10 to 7.
What this means: This reduction could mean larger caseloads, larger service areas and families having to travel longer distances to visit their area agency. No decisions have been made about what this would look like, nor have any decisions about which area agencies will be affected.
All new money for both the Developmental Disorder and Acquired Brain Disorder waiting list will be eliminated for FY '12 and FY '13
What this means: This reduction means that any person on the Projected Service Needs List (those who turn 21 after June 30th 2011) or any person who is in need of additional dollars will not be getting funding.
Pilot program for those children considered medically frail will be eliminated.
What this means: There was a proposal to start a new waiver program for children who are considered medically fragile, typically those children who are most severe and followed by the Partners in Health Program.
Significant cuts to the In Home Support waiver program
What this means: This could include a cut in both the amount of slots available as well as reduction in budget caps for children on the In Home Supports Waiver.
5% reduction in all contracts with SMS (Special Medical Services)
What this means: Special Medical Services, the New Hampshire Title V Program for Children with Special Health Care Needs, administers health programs and services for children ages' birth to 21 years, who have, or are at risk for, a chronic medical condition, disability or special health care need.
Significant cuts to Family Support dollars
What this means: Cuts to the Family Support Councils include $174,000 in FY '12 and 1.1million in FY '13. This is a potential cut of 48%. This could drastically change how the Family Support Councils operate and this cut also has the potential to significantly change how Family Support Services are provided.

We the undersigned, urge you to continue to protect children, adults and families who experience Developmental Disabilities (DD) and Acquired Brain Disorders (ABD). We ask that the state of New Hampshire continue the necessary financial support needed so individuals who experience Developmental Disabilities and Acquired Brain Disorders can be successful contributors to their communities and state.
