Cats and dogs in Kazakhstan's cities are beaten or choked to death by government-sanctioned extermination workers. Street cats and dogs are being captured and killed en masse, without any consideration for animal welfare.
The incidence of government-sanctioned inhumane and cruel treatment of stray animals has been growing at an alarming rate. Cases have been reported where dogs and cats are put to death on school grounds and playgrounds, with children looking on.
In those rare cases where the animals are taken to special facilities to be euthanised, they endure agonising deaths by neurotoxin poisoning or by means of whatever primitive tools the workers have at hand.
The individuals and companies responsible for these mass killings are hired by local governments; yet, they blatantly ignore national and international law and basic ethical standards. The government has yet to take steps to regulate the operations of these animal extermination facilities.
Most importantly, Kazakhstan, world's ninth largest country spanning Central Asia and Eastern Europe, signatory to a variety of international treaties and the current chair of the Organisation for Security and Co-operation in Europe, does not have a law against animal cruelty.

Appeal to end animal cruelty in Kazakhstan's cities

We are saddened and outraged by recent reports of cruelty against cats and dogs in Kazakhstan. The incidence of government-sanctioned inhumane and cruel treatment of stray animals has been growing at an alarming rate.
Cats and dogs in Kazakhstan's cities are beaten or choked to death by government-sanctioned extermination workers. Street cats and dogs are being captured and killed en masse, without any consideration for animal welfare.
The individuals and companies responsible for these mass killings blatantly ignore basic principles of humane treatment of animals and ethical standards. Unfortunately, the government has not yet taken steps to regulate the operations of these animal extermination facilities.
The Republic of Kazakhstan is an important player the Eurasian region, particularly in its role as the current chair of the Organisation for Security and Co-operation in Europe. By responding to this urgent plea to stop cruel and inhumane treatment of animals, the Government of Kazakhstan would convey a very important message to its citizens and to other governments of the region.
We urge the Government of Kazakhstan to:
- Revise the manner in which cities deal with populations of stray animals, in line with best international practises in this area;
- Take steps to regulate the operations of businesses and individuals responsible for regulating stray animal populations;
- Introduce national legislation against animal cruelty, which would regulate the relationship between humans and animals and provide mechanisms for legal action against perpetrators of inhumane treatment of animals.
