At the beginning of March the Missouri State Senate approved a bill that removes hard-fought dog breeder regulations that the people of Missouri voted to enact in November 2010. If this re-write passes the House and is then approved by Gov. Nixon breeders will not be responsible for some of the basic Animal Rights we the people voted to enact.
The repeal approved by the Senate does the following:
Removes measures to ensure Regular Exercise
Removes measures to ensure adequate Rest between Breeding Cycles
Removes measures that guarantee access to appropriate and clean food and water
Removes limitations on the number of dogs owned for the purpose of breeding
Removes wording requiring a "Licensed Veterinarian"
Removes need to have annual hands-on check-ups by a licensed vet, instead requiring only a walk-through (again, "licensed veterinarian" has been removed)
Removes wording that each offense "shall" result in an additional charge
Gives a breeder up to 180 days to correct a violation before charges are filed or licenses revoked or suspended
Senate Bill 113 introduced by State Senators Parson (Bolivar) and Engler (Farmington)
Not only is this bill an attack on basic Animal Rights for dogs, it reveals a desire for our elected officials to proceed with legislation that is a repeal of the wishes by the voters of Missouri, who in November 2010 achieved a majority vote to pass Proposition B.

Stop Government Repeal of Puppy Mill Regulations
Greetings Missourians, Missouri House Representatives and Governor Nixon
At the beginning of this month our State Senate passed legislation that would effectively repeal the regulations on dog breeders that guarantee basic rights to the animals they own. Proposition B was voted on and passed by Missouri voters November 2010 and this dismantling tramples on both animal rights and the democratic voice of Missouri's people.
The new legislation removes the basic foundations of Proposition B: appropriate shelters, limitations on overcrowding, access to sanitary food and clean water, rest between breeding cycles and also gives breeders tremendous leeway for violating regulations currently in place.
Even if you do not see these repeals as a concern, please show your support for democracy and the rights of Missouri's people to be heard by their government. When the January 2011 session began, the repeal of Proposition B was at the top of these legislators to-do list. Let us not allow these representatives to overturn a majority vote of Missourians, one that followed the legal requirements for getting a proposition on the ballot and succeeded in passing. The route was not easy for this law, it should not be so easy to overturn.
Please support Animal Rights and the Democratic Rights of Missouri's citizens. Stop the repeal and re-write of Proposition B.
