Dear City Council Members, I urge you not to authorize another $480,000 expenditure for a consultant to begin the permitting process for a desalination plant. The Environmental Impact Report is not complete. Nor has the City Council approved the project. Please do not spend this money unless and until both the EIR and the project are approved.
