  The Board of Supervisors in December received the findings of a Red Tape Reduction Task Force previously set up in April of 2011 for the purposes of recommending ways to “improve project processing”.

The task force, conveniently made up of builders and developers, recommended that San Diego County eliminate the Community Planning/Sponsor Groups entirely, or place severe limits on them so they can no longer be effective in voicing the concerns of the communities they represent and in influencing change BEFORE a project is cast in stone. Currently, residents do have an official say early in the planning process.

The Red Tape Reduction Task Force operated “under the radar” until some community members found out and forced the County to make the task Force’s recommendations public. The Supervisors will be voting on Wednesday, February 29th. Communities have until February 28th to make their opposition known. Please review and sign the attached petition which will automatically be emailed to all five San Diego County Supervisors, ask other family/community members to go on-line and do the same. Your voice CAN make a difference. Don’t let the developers take away our rights to have a voice in our future

Please vote NO to the portion of the Red Tape Reduction Task Force recommendation that eliminates or changes the scope & construct of the Planning & Sponsor Groups [page 8 of the Task Force Report of 12/7/11].

The Planning and Sponsor Groups perform a critical role in the County by providing valuable input on a proposed project or development. Local knowledge and input helps developers and San Diego County, understand what will satisfy the community early on in the process. Local input also under covers what archeological, cultural or other project impediments may exist that need to be considered. This community input saves the County time and money by weeding out potential problems and providing key research early on. It also can mean fewer community objections on a final plan that could further delay projects

This decision to eliminate or change the scope of the Planning/sponsor Groups will enable developers to potentially circumvent CEQA regulations and to get around the Community plans already in place. These actions could increase the possibility of lawsuits and legal actions that would end up costing the County lost personnel hours and money.
I support efficiencies in government but NOT at the expense of the environment and not without local community planning input. Planning and Sponsor groups play a vital role and should be maintained
