Thank you for all your support.
We have been heard "loud and clear" and there are plans to provide a non-email gifting option sometime in the future.
However, this promise was made quite sometime back so I feel it is important to continue to pester the admin and continue to let them know we are very serious about this issue ... in hopes that this will happen sooner rather than later.

Dear Ben,
We the undersigned respectfully request that change.org offer three options for gift giving:
1. email addresses accepted so that members can still send gifts to non-members.
This would serve PR purposes both for change.org and for the sponsoring orgs.
2. user-name-links accepted so that members can give gifts to anyone on the site we choose without risking security of giving our email addresses to unknown entities.
This would allow sending gifts as a way of introducing ourselves to new people to see if we would like to get to know each other better.
By security, we are referring to the dangers of frauds and imposters collecting lists of email addresses to target people with scams of various sorts.
3. friend list accepted in a similar format as the invitation format.
This would allow us to give gifts to any of our friends without needing to exchange email addresses and would also give better security.
4. If so much is too expensive and/or complicated for practicality, then omit either number 2 or number 3 and have only two options.
5. If that is still too much, then we would like to have the number 2 option.
6. If it is not too much trouble or too impractical also add the option to "... make it as simple as giving a compliment; click on give a gift on that profile page and VOILA! they are gifted."
