After Hurricane Katrina, the USDA issued Letters of Priority Entitlement (LOPES), however, LOPES letters are only issued to those who already reside in such housing facilities.

Many Gulf Coast residents, such as seniors and those with respiratory disorders, severe allergies, and compromised immune systems need to relocate NOW, however, most low-income housing throughout the US for seniors and the disabled have waiting lists.

Therefore, since the USDA only issues LOPES letters to those already residing in such facilities, then some other type of letter for Gulf Coast residents who do NOT currently reside in such facilities is necessary so we can be placed at the top of low-income housing waiting lists anywhere in the country--and we need them NOW--BEFORE a hurricane spews even more oil, fumes, toxins, and dead wildlife in our communities.

As you can see from the above link to USDA's website, USDA Secretary Vilsack has issued NOTHING to assist Gulf Coast residents needing to relocate out-of-state.

BP CEO Tony Hayward needs to also urge President Obama to order USDA, HUD, and FEMA/DHS to immediately issue documentation mandating those needing to relocate out-of-state from the Gulf Coast be placed at the top of housing waiting lists anywhere in the US.
