Environment protection and Disaster management are governance issues that are both vital and complex, for which a system requires innovative and fundamental thinking. But these issues have not been adequately addressed from institutional point of view, particularly identifying institutional apparatus to protect the natural resources and manage disaster at the local and community level. In view of this, Panchayats as a constitutional grassroots unit of governance in India can play a prominent role in protecting natural resources and managing disasters at the local level. Moreover, they can be an effective institutional arrangement to deal appropriately with the emergency responses within its jurisdiction. Panchayats can certainly strive to manage disasters efficiently because of its proximity, localness and participation of the local community.with the available resources. Local body elections are approaching in many states and the political parties must choose their candidates with a focus on development issues in general and on environment protection and disaster management in specific since these strategies will reduce economic vulnerability and strengthen the community resilience.
