BPOA shall be incorporated under the laws of the state of New Jersey for the purpose of improving probation services to the African American community. Effort to improve these services will be concentrated in two areas.
1: To provide a structure, forum and vehicle through which African American workers in related fields of social services can develop, advocate and support ideas, activities and programs which will serve the interests of the African American community.
2: To eliminate inequities within the judicial system and/or the field of probation as it relates to the African-American community and African American employees.
