The International Criminal Court (ICC) has issued a second warrant for the arrest of Sudanese President Omar al-Bashir for three counts of genocide. When the first ICC warrant for al-Bashir's arrest on charges of crimes against humanity and war crimes was issued last year, the Khartoum regime's retaliation put millions of civilians at risk.
