Honorable Mayor Gray,

I am writing to you to call for executive action to uniformly implement your Mayoral Order, issued on October 19, 2011, to change Department of Motor Vehicle (DMV) policy to allow all District of Columbia residents to obtain drivers’ licenses and identification cards regardless of their immigration status.

We have two specific requests:

1. Issue a directive to DMV to not require a social security number (SSN). There is no link between identification and a social security number. Currently, there is no way to prevent fraud in the presentation of one. Furthermore, the federal government does not require a state to request one in the issuance of a driver’s license or state identification card.

2. Issue a directive to DMV to not request proof of immigration status. This will further implement your October 19th Mayoral Order. Additionally, it will ensure that District resources are not used for federal immigration enforcement purposes.
