Because the Memphis animal servises are abusing thief animals. For an example a little cute adorable pup was brought in to the shelter on August 8 2009 he was found on September 4 2009 dead in his cage and severely skinny. That pup never got a chance to live a happy life. There is even a police report on it if you don't believe me. I do not want this to happen again to another hopeless animal.
