Here's an example of a runaway sex offender, who has yet to be registered and during the time of his escape, he repeatedly raped and tortured women and children.
It's time to take a stand and tell the court system to make it their responsibility to register the offenders instead of solely relying on the criminal to register themselves. This does not take away the offender's responsibility to register themselves, but holds them accountable other than the option of being suspended or given a warrant. Offenders who refuse to register has the opportunity to repeat their crimes in hiding, whether through rape, child exploitation, sexual abuse of all kinds and trafficking women and children. Once the offender has been convicted of any sexual crime, the current system is letting people (offenders) fall through the cracks, it's now time to strengthen that avenue and make sure both parties are registering, the court system and the offender.
Here's several articles of a law gone wrong with sex offenders.

If you google: Why do sex offenders have to register and not the court system, I assure you there are many disturbing articles like these above, that are not pro-active in keeping sex offenders away from the community. Something needs to be done and it is time for us to make that CHANGE. Sex offenders should be held responsible at the fullest extent of the law, meaning law enforcement should make it their top priority to see that they are registered without solely relying on the offender to do it themselves. I believe if we can make this change, it will decrease the amount of unregistered sex offender in our midst without a parent, child, school faculty and the community being unaware. Every detail is important for us to know where they are located at. It's already unfair they they get to live among us, but to have an unregistered sex offender that should be law enforcement's responsiblity as well as the offender's, the responsibility isn't our fault and it shouldn't be your child's fault either.
Make Registering Sex Offenders a responsibility on both the court and the offender.
Greetings,
As the numbers of sex offenders are accumulating by the day or week, we also have another issue to tackle with and that is, the current system is letting people slip through the cracks. Can you truly rely on a convicted sex offender willingly sign his name in the registry? We may have the luxury of online database of sex offenders and their whereabouts, but what about the many other offenders that aren't registered? Being on suspension or a warrant does not encourage the offenders to come forward and in order for us to continue to protect our children and families from being victims of sex offense, we must make a stand and ask for the laws to be changed. What I'm asking in this petition is that we are requiring the court system to register the offender as well as the offender themselves. It shouldn't be anyone else responsibility on this issue, especially not a child. Please refer to my other page for more information and other articles that proves that relying on sex offenders to register themselves has fallen through the cracks.
Thank you,
Chong Kim
