Lebanese Judiciary Must Open a Transparent Investigation into Army Abuses

The Issue

We, Lebanese activists and members of civil society in Lebanon, condemn and denounce any type of physical or moral attack on any person residing in Lebanese territory.

We specifically decry attacks from the official security forces, whose mission and authority are only to execute the proceedings of law without discrimination; and call on the official security forces to uphold the national and international laws to which Lebanon is a signatory.

The pretext of safeguarding the "dignity" of women, preventing harassment, and fighting crime is not sufficient legal grounding, and must not justify collective punishment of innocent individuals; this is especially true in the case of already-disenfranchised migrant workers.

Rather, legal actions must be taken through the clear adherence or amendment to existing laws addressing harassment and/or sexual violence. These laws must balance the need for community security with respect for the rights and security of individuals. This should include the development of mechanisms to handle complaints by Lebanese citizens against other Lebanese citizens or foreign migrants and vice versa, in a manner which administers justice equitably and fairly.

We believe everyone has the right to seek fair justice in Lebanon, without exclusion.

Today, we regret press statements by the Lebanese Army that place the institution above all law and accountability. We condemn the content, language, and tone of these press releases, which we believe threatens people in the most vulnerable communities, and encourages increased discrimination and xenophobia against excluded groups.
