We are petitioning an investigation into the death of a dog named Casper, on April 10, 2011 in Klamath Falls. Casper was a very old dog that was left outside to die by his owners. Despite, the police being called by neighbors numerous times about a dog in distress, the police could not remove the dog from the property and animal control was closed. The dog was left behind to die.
I am one among many who find it appalling that an animal was left to die a slow death because no one could take action. This obvious animal neglect and abuse. This a crime. Why are not these people being charged with a crime and why are they allowed to keep other animals?
Why is it that we cannot enforce the laws that we create? We demand an investigation into Casper's death and that nothing like this happens again in Oregon.
We also urge that animal services in Klamath County have emergency 24/7 response. We are also suggesting that a system similar to an Amber Alert for animals being initiated so that any animal control agency or Humane group could save the life of an animal in distress. We suggest you call it the Casper Alert.

I am one among many who find it appalling that an animal was left to die a slow death because no one could take action. This is obvious animal neglect and abuse. This a crime. Why are not these people being charged with animal abuse and why are they allowed to keep other animals?
Why is it that we cannot enforce the laws that we create? We demand an investigation into Casper's death and that nothing like this happens again in Oregon. We are also concerned by the lack of communication between agencies. Apparently, these people claim they didn't have the money to have the dog put down. But there are programs including the Klamath Falls Humane Society providing discounted euthanasia. The police had been out to this home more than once, saw the neglect but did not refer them to an agency to help them.
Since this event happened Dave Reed who reported this incident along with others has received threats from Casper's abusers, been berated by the local newspaper and has had threats from other residents.
We urge you not only investigate this matter but consider that by reducing funding, lives of innocent animals will be lost. We also urge that an Amber Alert kind of system being initiated for animals so that animals in distress can receive urgent rescue. I would suggest calling it a Casper Alert, in this dog's memory.
